Marriage Licences 1772-1837
Introduction
Extracted (by kind permission) from Sussex Record Society Vols 25 and 26.
These Marriage Licences are recorded in the Consistory Court of the Bishop of Chichester for the Archdeaconry of Lewes, and in the Peculiar Court of the Archbishop of Canterbury for the Deanery of South Malling, 1772-1837. Also included are a few Licences for the years 1764 and 1768 and one for the year 1754.
The entries in these books not only give the names of the parties proposed to be married, but also the names of the sureties to the bond which was usually in a penal sum of £100 for the due performance of the marriage. As one at least of the sureties was either a relative or friend of the intended bride or bridegroom, it will be readily understood that such information is of very great utility to the student engaged in genealogical research.
The Licences are arranged alphabetically in the case of the bridegroom.
The date is that on which the request for a licence was recorded.
The place-name within brackets at the end of a great number of entries indicates the Parish Church in which the marriage was expected to be solemnized.
In order to include as many Ringmer names as possible, this transcription includes licences where not only the prospective bride and/or groom came from Ringmer, but also where a person standing sureties lived in Ringmer.

The Sussex Express of 29 November 1929 carried a report of the funeral of Sergeant Willard, who died on 22 November and was buried in Ringmer Churchyard.
The Bearers were Sergeants Foord, Francis, Hambleton, Johnston, Mockford and Swainston. Police Constables Butler, Gabbitas, Hopper and Smithers acted as pallbearers.
Over 70 members of the Force, with many local people, attended the funeral to pay a last tribute to the memory of one whom everyone respected and whose sudden passing was mourned by all. A long line of police preceded the hearse from the house to the Church. The report notes the many floral tributes.

The Police House
Ringmer

Prior to the erection of the Police House on the Lewes Road, unmarried constables lived in lodgings. There are also records of married officers (Sgt Diplock and P.C. Doust) living in Harrisons Lane.
On 31 January 1919 a need for a new Police Cottage was reported to the Housing Sub-Committee of the Standing Joint Committee. On 21 October 1919 it was reported that a site of 2 rods in area had been purchased for the sum of £45.
Mr H Phibbs ARIBA FSI, of Seveirg Buildings, High Street, Lewes, was appointed as Architect for the erection of cottages at Chailey, Eastbourne Rural, Hailsham Rural, Newhaven Rural, Newhaven Urban and Uckfield Rural.
On 17 February 1920 the plans for a pair of cottages at Ringmer (one for police and one for the roadman) were approved, subject to the substitution of water for earth closets.
On 7 December 1920 the Clerk reported to the Housing Sub-Committee that the cottages (for one roadman and one policeman) at Ringmer were completed and ready for occupation. The total cost (including site etc.) was £2,194.1s. 8d, viz. £1219.0s.10d for the police cottage and £975.0s.10d for the roadman's cottage.
An office was added to the house in the early 1950's.
The Sussex Police Authority sold the house on 14 January 1999 as part of its policy of disposing of police-owned property and closing rural stations. It was back on the market in 2001 at an asking price of £155,000 and was resold.
Other Police Housing
Following the amalgamation in 1968, the Sussex Police Authority purchased a number of houses in Ringmer which were occupied by police officers serving at the Force Headquarters in Lewes. With the increasing trend towards home-ownership by police officers, these houses were subsequently sold. Ringmer became a popular area for home-ownership for police officers, who serve in various parts of the county.

Hugh Annesley, from the Metropolitan Police, was appointed an Assistant Chief Constable in Sussex in the mid 1970's and took lodgings at Cheyney House for a short time, subsequently occupying a police house in Harvard Road, again on a temporary basis. Mr (now Sir Hugh) Annesley rose to be Chief Constable of the Royal Ulster Constabulary.
Reginald Ernest Breffit, OBE MA was Chief Constable of East Sussex from 1936 until he retired in 1965. With his wife and two sons he lived at Holm Lodge, Lewes Road, Ringmer from 1937 until the late 1950's when they moved to Old Malling Farm, Lewes. "Reggie" (as he was known to his force, died at Laughton on 24 June 1976. His funeral service at Ringmer Church was attended by many serving and former colleagues. He and his wife and elder son are buried in the new Churchyard. His second son emigrated to Australia and is also deceased.
John David Dibley, OBE, an Assistant Chief Constable of Sussex from 1976 to 1989, came to live in Ringmer in 1984 and remained there following his retirement until his death in 2007.
Janet Skeef began service at Hastings in 1951, transferred to East Sussex Constabulary in 1954 and was stationed at Hove. She was appointed to be the first Woman Detective Constable in the Force in 1956. On formation of the amalgamated Sussex Police in 1968, she was posted to Force Headquarters and promoted to be the first Woman Superintendent in the County. At the time of her retirement there were 182 women police officers. She has lived in Ringmer since 1974.
Thomas Christopher Williams, LLB Barrister-at-Law CBE QPM was appointed Chief Constable of the Sussex Constabulary on its formation on 1 January 1968. Mr Williams had previously been Chief Constable of West Sussex. With his wife, he came to live at Little Manor, Ringmer, from 1968 until his death on 9 September 1972. He died tending the roses in the garden at Little Manor. His funeral service was also at Ringmer Church with full police honours and in the presence of many colleagues from Sussex and other police forces in the UK. The service was conducted by the Archdeacon of Lewes, the Very Revd Max Godden and the Rev Austen Williams, of St. Martin-in-the-Fields, London, and brother of the deceased.

Stephen Doust was baptised on 22 Sep 1822 in Goudhurst, Kent the son of Stephen Doust and his wife Eleanor (née Sands) who had married at Cranbrook in 1819. He was appointed to the force on 10 August 1847. The first record of him appearing in Ringmer is on 9 June 1850 on the birth certificate of his son Joseph Elias Doust. The certificate also states that Stephen Doust is a policeman of Ringmer. He had arrived in Ringmer after 1847, as his daughter Elizabeth Ann (birth registered in the Ticehurst registration district in Sep 1847) had been born in Lamberhurst (in the Ticehurst registration district). 17 Nov 1857 Sx Ad. Sgt Doust of Ringmer went to West Firle to arrest a man alleged to have stabbed another at the West Firle Bonfire celebrations. 27 July 1858 Sx Ad. Sgt Doust proved service of a summons against a Ringmer poacher accused of taking a hare. Stephen Doust is recorded as being a sergeant in Ringmer in the 1862 Kelly's Directory. 11 Nov 1876 The Hast & St L Ob has Sgt George Diplock on duty at Ringmer Green when he found some boys misbehaving. 1881 Census shows him living in Harrisons Lane. This house was built for him by his brother-in-law. Diplock was then aged 39, having been born at Hamsey in 1842. His wife, Laura, née Martin, aged 34, is shown as being born at Ringmer. They were married on 19 June 1878. See 'Duty Reports' for sample of duties. Diplock went on to become a Superintendent at Uckfield from 1889 to 1897. |

Green, stationed at Ringmer, giving evidence against some defendants he first saw at the Prince of Wales public house who later created a disturbance on the road to Ringmer. Duty report - same dates as Sgt Diplock. The great great grandson of William Green reports that he had a son called Albert who also became a policeman. He married Mary Annie Springett of the Hawkhurst line of the Springett family, 16/4/1894. They had 2 sons, Rowland Albert b 21/6/1895 and William Ernest b 6/8/1898. |

| 1921 | P.C. Austin Hopper | Born 1900, he enlisted in the 5th Battn Royal Sussex Regiment in 1915 and served in France whilst only 16. Joined police in 1919. Married Emily Rose Valentine of Sylvester Cottage, Lewes Road, Ringmer, on 24.11.1922. They lived at Sylvester Cottage for a short while before moving to Rodmell in 1923. Hopper became Superintendent at Battle in 1937, moving later to Uckfield and then to Lewes in 1942. He was Superintendent and Deputy Chief Constable from 1947 until he retired in 1951. Austin Hopper died in 1973. |

| ? | Sgt. Ernest Willard | As a P.C. he prosecuted a cyclist during the First World War (23/2/1917) for not having lights, and the Headmaster (9/3/1917) for not having a dog licence. He was promoted Sergeant on 18.11.1919. Believed to have moved into the Police House in 1921 from Chailey. He is certainly listed as living there in the Baxter's Blue Book of 1927-8. He died in service at Ringmer on 18.11.1929 and was buried at Ringmer Church on 22.11.1929. The Sussex Express of 29 November 1929, reported the funeral of Sgt Willard as follows (not exactly word for word!): 'The Funeral of Sergeant Willard took place at Ringmer on 22 November. The bearers were Sergeants Foord, Francis, Hambleton, Johnston, Mockford and Swainston. Police constables Butler, Gabbitas, Hopper and Smithers acted as pall bearers. Over 70 members of the Force attended and a long line of police preceded the hearse from the house to the Church. Many other people joined to pay a last tribute to the memory of one whom everyone respected and whose sudden passing was mourned by all.' |

Two sources of information regarding Thomas Parrott’s birth and early life are contradictory. If someone can confirm either, I’d be glad to hear from them. 1. Born in Cardington, Bedfordshire, in 1894, his father was a farm bailiff. 2. Thomas Parrott was born at Lightlands Farm, Frant in 1896. He had two brothers and four sisters. He was subsequently employed as a Poultryman on the farm. On 17 March 1914 he was appointed as a Constable in the East Sussex Constabulary, being stationed firstly at Lewes and then at Seaford. He volunteered for Military Service in the Great War and enlisted in the Military Foot Police on 22 June 1915. As a lance-corporal he was on his way to Gallipoli and on board HMS Hythe, an auxiliary minesweeper, when, on 28 October 1915, it was in collision with the armed boarding steamer Sania and sank. He was reported as one of only two survivors able to swim before being rescued, but in fact there were a several survivors. Two other ex-East Sussex Policemen, also in the Military Foot Police, were lost in the collision. They were Herbert Morris and John Scott. Thomas Parrott returned to the UK in August 1916 and was eventually discharged from the Army on 30 September 1919, rejoining the East Sussex Constabulary on 7 October 1919. Whilst in the Army in Scotland, Parrott met his future wife, Winifred Robertson - a young lady from Angus, Scotland and they were married on 26 April 1918. Constable Parrott was stationed thereafter at Bexhill, Guestling and Little Common. He was promoted to Sergeant on 14 December 1929 and posted to Peacehaven on 8 January 1930. On 28 October 1932 he was posted to Lewes and then, on 14 December 1933 to Ringmer. While at Ringmer his beat extended to Selmeston, Southease and Cooksbridge and he initially patrolled it by bicycle, before being allocated a motorcycle. He was especially busy when there were outbreaks of anthrax and foot-and-mouth disease on local farms, and was required to superintend the burning of the affected animals. He remained in Ringmer until 15 February 1938 when he returned to Peacehaven. Thomas retired on pension on 1 July 1945 but re-enlisted in the police reserves to perform station duties until 1962. He lived in retirement in Telscombe Cliffs and died in 1973. |

Other single policemen may also have lodged there. On 28.4.1937 he married Kathleen Mackerness (16.12.1911 - 11.3.2002) of The Green Man Hotel, Ringmer. Kathleen's father was the Licensee and had previously been Huntsman with the Southdown Hunt. John Bridger left Ringmer in 1937 and retired in 1965, having achieved the rank of Superintendent. John's ashes, and those of his wife, are interred in Kathleen's parents' grave in Ringmer. |

| 25.3.1974 | P.C. Malcolm Richards | At Ringmer until 17.3.1978. PC Richards gained national publicity as the 'skateboard cop' when he set up a skateboard club for local youngsters at Ringmer School as his way of dealing with this so called 'menace' to the peace of the village. He went on to serve with the Traffic Division at Lewes and Brighton. On promotion to Sergeant in 1988 he served in Eastbourne on patrol duties. He was subsequently promoted to Inspector remaining at Eastbourne until his retirement in 2000. He then went on to serve as a Community Policing advisor on the island colony of St. Helena in the South Atlantic Ocean. On return to the UK in 2001 he rejoined Sussex Police in a civilian capacity as a Planning & Logistics Manager, responsible for, amongst other things, planning the police operation in relation to the famous Lewes Bonfire Celebrations. |

The licences were issued by surrogates of the Consistory Court of the Bishop of Chichester for the Archdeaconry of Lewes. The Court had jurisdiction over the whole of East Sussex, with the exception of eleven parishes in the Deanery of South Malling (Buxted with Uckfield, Cliffe near Lewes, Framfield, Glynde, Isfield, Mayfield, Ringmere, South Malling, Stanmer, and Wadhurst) all of which were peculiars of the Archbishop of Canterbury, and of the parish of Battle, a peculiar of the Dean of Battle.

Volume 9 are found in books called Diaries, marked B. to L., 1575 to 1672, detailing the daily business transacted in the Consistory Court of Chichester, the Ringmer entries being in Diary I 5 April, 1666 to 6 March 1671, and in fragments of a Diary 21 November, 1623 to 23 May, 1626, in a parcel numbered 1341.
The entries in these books not only give the names of the parties proposed to be married, but also the names of the sureties to the bond which was usually in a penal sum of £100 for the due performance of the marriage. As one at least of the sureties was either a relative or friend of the intended bride or bridegroom, it will be readily understood that such information is of very great utility to the student engaged in genealogical research.
As no original bonds of so early a date as the sixteenth and seventeenth centuries exist at Lewes, these Act Books contain the only record of the licences granted during that period. The entries are in Latin, but occasionally the name of the trade is in English. In the Vol 1 Calendar the information has been condensed as much as possible and a strict chronological arrangement adopted. The old spelling of surnames has been retained, but Christian names have been in nearly all cases Anglicised. So also the quaint spelling of names of places and of trades and professions, when given in English, has been preserved. The church in which the marriage was to be performed is not specified in the Act Books before the year 1605. After that date this information is generally given in the body of the Act, but in the present Calendar, to economise space, the name of the church appears within brackets at the end of each entry. It must be borne in mind, however, that these licences do not prove that a marriage actually took place, but only afford a clue, otherwise unobtainable. Although a few licences were taken out and no marriage solemnized, the far greater number were duly made use of, as the registers of the respective parishes, if examined, would show.
In order to include as many Ringmer names as possible, this transcription includes licences where not only the prospective bride and/or groom came from Ringmer, but also where a person standing sureties came from Ringmer.

Notes: Contracted Christian names have been expanded. Broyle, Broyle Mill, Canteen, Chamberlaines & Moor Lane were all local place names within Ringmer parish. 'Railway' probably indicates that the men were employed away from home constructing the railway advancing from London towards Brighton, as the Railway Inn, Ringmer, is not believed to have been built until later that year. Barcombe, Framfield, Laughton & South Malling were parishes that adjoin Ringmer, Lewes is about 3 miles away, and the thriving resort of Brighton and the parishes of Chailey, Fletching and Waldron were all within a 10 mile radius. The list was calculated to include 379 adults and 544 children, a total of 923 souls (about two thirds of the village population). Coal given away 23 January 1839 was noted as 16 tons 17½ cwt. The context of the list is that the 1834 Poor Law Amendment Act, implemented in Ringmer from May 1835, had abolished the parish-run social security system on which the majority of the population depended, substituting relief that (at least in theory) was available only in the jail-like Union workhouses. Ringmer workhouse was used by the Chailey Union to accommodate pauper children. 'Chailey' and 'Ditchling' were respectively the main Union workhouse and the Union workhouse that cared for decrepit elderly paupers. There are 20 adults and 47 children (mostly from the larger families) in the Chailey category. Several smaller families seem to have been managing to keep out of the workhouse despite no evident employment. The two widows in the Cheyney almshouses at Ringmer Green are identified, as are two individuals in receipt of Hay's Charity, a parish charity for the deserving elderly paid at three rates, with £20 p.a. the top rate. The combination of low prices for most farm produce and burgeoning population meant that for more than a decade Ringmer had suffered from very heavy winter unemployment, and it was to alleviate this that the charitable provision of free coal and soup twice a week for the village poor during the winter months was established. The list includes both individuals who belong to Ringmer parish under the settlement laws but are permitted to reside elsewhere and poor individuals who live in Ringmer but are legally settled in another parish. The latter group do not qualify for free coal. Mrs James Blaber, Mrs John Divall and Mrs John Trigwell appear as such on the list because their husbands had been transported to the Antipodes. William Oliver has only children because he had run away (he was also later transported) and his wife had died. Mary MacKenley, evidently a village character, was a Nottingham woman who lost her husband but nevertheless continued to produce children at an impressive rate, many of them sadly short lived. The employers are mostly farmers, and their farms can be identified from the 1840 tithe award. Many of the labourers' cottages can also be identified, either directly from the tithe award or by using it to follow in the steps of the 1841 census enumerators as they progress round the parish. The three largest farmers are William Ridge of Upper Stoneham Farm in neighbouring South Malling (who also leased several parcels of land in Ringmer), the Lewes corn merchant and chalk pit operator John Hillman, who also farmed Gote Farm, and Charles Saxby of Lower Lodge Farm. Not all the employers are farmers - Richard Berry was the main village carpenter-builder at Ringmer Green and Dr James Ivory ran a private lunatic asylum at the former Royal Horse Artillery barracks (now the Southdown Hunt Kennels). The surveyors of the highways employed four men, while another's employment is given tersely as 'road'. 'Fish' is not a known local personal name, and probably indicates that John Gaston drove one of the fish vans recorded as travelling by night between the local ports and their inland customers.
